I take that back, i found a way to do it (requires root):
1. Download and install fxguru v1.0.4: http://www44.zippyshare.com/v/1522436/file.html
2. Download and install freedom: http://system.in-appstore.com/freedom/
3. Change your timezone to Moskva
4. Open Freedom, press menu --> start
5. From the app list, choose fxguru
6. press megapack then buy, google inapp purchase will open. Make sure it says "FreeCard" on the card paying.
7. All effects will now be unlocked, press on them individually and download them.
8. Close everything, open freedom, press menu --> stop. Change your timezone back to normal
9. Download and install fxguru v1.0.5: http://www18.zippyshare.com/v/14513118/file.html (i installed it using adb install -r file.apk) ARKADASLAR FXGURUYU BURDAN INDIRIN FREEDOM KURUN VE PACH INDIRIN BUKADAR PAYLASTIM LINK DEKI DOSYALARI KULANIN......
